You must not forget that ETA deliver these calibers with many different standards of finish.And that the more serious brands rebuild or finish these calibers.And you also have to look at the quality controll of many of these brands.But of course these watches can function for many years sometimes without any problems.Seiko do make cheap watches that you could define as off the shelf products.But for the same money you can pay for what i call junk brands,you can buy a quality inhouse product from Seiko.I personally would always recomend a used quality watch to a new comer,instead of a design watch.Because new comers learn more about watches everyday,and one day will want to upgrade their watch.And it does not help them if they have a watch they cannot exchange with most dealers.
PS. ETA and Omega are the same firm.Omega calibers are built by ETA to a very high standard of workmanship and finish.In other words you get what you pay for in the watch industry.
