I think it is a very clever design element Seiko have there.It protects the case as Kristoffer says.It would not be a bad idea if more brands made some sort of klip on protection for their watches.Imagine you have a nice new watch and when you work say on a car or something like that you have a little plastic dims in your pocket you just klip it on the watch and it protects the case and glass from damage.A bit like Omega Alasken project but not so big.
